Film creation of deaf people
The 36th Brussels International Independent Film Festival will take place from November 3 to 8, 2009 in Brussels. A global meeting for audio-visual creation, this festival makes Brussels a privileged meeting place for film and videomakers world-wide. Open to all creative films and videos, it aims at promoting the broadcast of these works and at developing exchanges between audio-visual creators from all continents.
The festival is open to all forms of creation without exception. However, works that neglect human dignity, propagate racial hatred or segregation between human groups will be refused. The festival includes an international competition. Prizes will be awarded by an international jury of audio-visual specialists. Those prizes aim at drawing the attention on particular qualities of some productions. Several exhibitions will be organised, as well as some special sections: information (not in competition).
01. The special competition "Film creation of deaf people" is open to all creative films shot in Super8, 16mm, 35mm or video.
Beware ! Screening formats: 35mm, Betacam SP (no NTSC), DV CAM and DV.

02. Productions must have been directed after 1st January 2008 and may not have taken part in previous editions of the festival.
03. Each director may enter as many films as he wishes, on the sole condition that one entry form be enclosed for each production (photocopy the number of forms needed). The proposed films and videos will be submitted to preselection. The direction of the festival will make a selection without possibility of appeal. The awarded productions in the national competition (taking place simultaneously) will be integrated in the international competition.
04. The title of the film or video, running time, name and address of the director, system and standard must be written on each box and tape or reel. One production per video tape or reel. Allow 30 seconds of test chart and 30 seconds of black at the beginning of each video.
05. Enclose a biography and pictures of the director, as well as pictures from the proposed production (preferably by e-mail or CD) for inclusion in the programme, press information and exhibition. Mention at the back of the picture the title of the film or video, name of the director and of all persons appearing on the picture. These documents will become the property of the festival.
06. The films and videos, with their entry form and other documents must arrive at the latest on September 5, 2008 at the address of the Secretariat (1b rue du Mérinos - 1210 Brussels - Belgium). Participants will take care of their own transport and insurance costs, as well as any taxes. Participation in the international competition is free.
Deadline for the screening copy is October 16, 2009.
07. GETTING BACK YOUR vidEos
They will be sent back by mail. Please enclose for each video 10 duly stamped IRC’s (International Response Coupons, available in all post offices) for Europe and 20 duly stamped IRC’s outside Europe. In case of an express shipment (FedEx, DHL), please provide us with your customer number. Sending costs or customs clearance won’t be taken care of by the festival.
GETTING BACK YOUR films
Films can be sent via the diplomatic bag of your embassy or via express mail (FedEx, DHL / please provide us with your customer number). Sending costs or customs clearance won’t be taken care of by the festival.
Otherwise, tapes and reels will become the property of the festival. Directors present in Brussels may get their productions back on November 8, 2009 after the closing ceremony.
08. Extracts from the productions may be used for internal or external (press information) broadcast. No right may be demanded from the festival that will keep a video copy of the productions shown for its archives.
09. The festival will show the productions in the best security conditions. However, the direction accepts no responsibility should a production be damaged while being manipulated.
10. The direction of the festival may modify at any time any point of the present rules and will solve any case not foreseen without appeal. Participation in the international competition implies total acceptance of the present rules.
